The trial was 90 per cent funded through NZ Transport Agency Waka Kotahi’s Streets for People programme, aimed at creating more people friendly environments.
At their meeting on Wednesday 1 May, Christchurch City Councillors will consider the report, which recommends the trial be extended until 31 October.
From December last year, speed cushions, planters, seating and paint were installed, and a speed limit of 10km/h implemented on the section between Colombo and Manchester Street.
Community views were collected over the formal three-month trial period ending 18 March, along with technical data showing changes to vehicle, pedestrian and cyclist behaviours and speeds.
Due to the volume of feedback and high-profile nature of the project, a Hearings Panel will be required to consider all the information and provide advice towards a decision on the long-term future of the street, the report says.
“Based on an assessment of the likely times for Hearings, plus deliberations and report preparation, it is unlikely that a recommendation to Council could be made before October.”
Due to NZTA’s funding window closing at the end of June, Council needs to decide on whether to retain the trial layout beyond this date. The option to continue was recommended as being more cost-effective than dismantling and storing the infrastructure while the decision-making process continues.
